developer call format

Following up Scott's comments yesterday toward the close of the
virtual working group, I am thinking we should reserve the first 60
minutes of the Friday developer call for committers, about 10 minutes
each.

The next 30 minutes can be for any-other-business, and we can
prioritize that dynamically, giving preference to issues that have
been raised on the mailing lists.

Folks who have a question to ask or whatever can join the call around
12:30 ET then, and won't have to wait an hour.
