Ideally I would like to contribute this code to the Shib project at some 
point in the future, so I thought it was reasonable to mimic the header 
I saw on other files in the idpv3 source tree. Judging soley from the 
text in that header that I would need to sign a contributor licensing 
agreement prior to contributing source, but I'm familiar with that 
process from Jasig work and it's been a non-issue in the past.

Got it. I'll go over the existing files to ensure a header and put an 
Apache 2 LICENSE file in the root.
