IdPv3 idp-war Maven Artifact

The idp-war module appears absent from both the snapshot and release
Maven repositories [1,2]. I see the module appears empty at present,
so maybe it's missing by design. Moreover, maybe I shouldn't even
care, but it's worth explaining why I'm asking. It occurred to me the
easiest way to inject CAS functionality into the IdP would be to
create a Maven War overlay on top of the idp-war module and provide
CAS-specific dependencies and configuration/wiring. Does that sound
reasonable?
