Current SNAPSHOT javadoc

Perhaps Jenkins is confused by our maven multi-module aggregate
javadoc, but you can access snapshot javadoc by browsing to
target/apidocs in a Jenkins job workspace.

The idp-parent module should create the aggregate javadoc, but is not,
probably because we need to update the Jenkins job to run the
javadoc:aggregate goal.
