Turns out this is moot because svnkit only exists in versions 1.3.x and
1.7.x. I thought it tracked the svn versions, but I guess not.
So updating it means moving to 1.3.8, which is the latest one they seem to
have formally released on that branch. They seem to have 1.3.9 and 1.3.10
in their "release" maven repository, but no tagged versions and the web
site download page only shows 1.7.x and 1.3.8 as available.
Since 1.3.8 isn't in maven central, I verified it and uploaded it to nexus.
