fyi : jenkins will now notify for broken v3 builds

Until now, jenkins only sent email notifications for v2.

Now, jenkins will send email notifications for all configured projects.

If this is annoying, we can change.

Currently idpv3 is not building, and I think there should be an email
notification in this case.
