Sure, the EDS does that and it works great. That's also what I always
say if someone presents the above problem to me (and again, two weeks
later).
Usually I'm not around if subjects ("end users") run into that, though :)

Personally I don't think the software should do anything here.
If people insist on doing inefficient discovery that's fine (if they
can make it work!), including typing too much and not clicking on
previously selected IdPs.
If on the other hand there in fact is something to help learning
navigating this easier/quicker that would of course be welcome.
I doubt it. Maybe we'll do a video tutorial showing how to click
though this.
