restarting nexus on build.shibboleth.net

So I had multiple incorrect thoughts. One was hoping I could bounce a
production service during the day real quick. Second, not remembering
that the nexus service ip address and port need to be updated during
every upgrade. Third, there was a weird typo in an httpd conf file
back from November. Fourth, not documenting upgrade steps - this is
now in a file in the service user home directory.
