nightly maven snapshots ?

If possible, yes, and I think nightly rather than weekly.  That's assuming you can't just capture the result of any successful build, which seems like the obvious choice to me.

I'm assuming that Nexus doesn't keep every snapshot, but purges old ones?

I had that recently as well.  I'm not sure that this would necessarily fix all such problems (I don't know how local builds will interact) but it would cut down on the number of weird incidents.
