Shibboleth as a product does not support nginx.

If you want to implenent *SAML* from scratch, this is not really a
Shibboleth question. You will need to read the standard and do a
significant amount of learning.

There is apparently a Ruby gem that supports SAML, but I don't know how
good it is.
