Move -util.net / -util. criteria into -core?

I just quickly reviewed an 'svn diff -r280:HEAD' and I've actually
spotted so far a couple of breaking changes with method signatures (e.g.
Template and EvaluableScript), forcing a major version bump.  The former
has an exception change and the latter a return value change (omitting
Optional).  Double-check me, but if the code stays as it is, I believe
it would have to be 2.0-SNAPSHOT.  Which I guess is no big deal, just
unexpected.  We need to be careful of things like this once we have
released code.
