Move -util.net / -util. criteria into -core?

Others have added stuff too though.  The main concern though would be
addition of new methods to existing classes, which means looking at each
individual change.  And that's assuming no one made a breaking change
(method signature change or method removal), which would actually mean
it's really 2.0-SNAPSHOT now.
