Move -util.net / -util. criteria into -core?

For example: just declare that we will not release any 1.0.x patch
release, next release will be 1.1.0.  Just change the /trunk POM version
to 1.1-SNAPSHOT and be done. (Also update any dependent projects to use
1.1-SNAPSHOT.)
