IdP 3.0 question: Bag out of assertion creation depending on attribute value?

I don't know whether it will be done out of the box but it will be a
simple thing to customize.

Every step of processing can be customized by adding a bean that executes
a custom SWF action of some sort. This is a simple example.

I looked in Jira for an existing issue about that specific feature, and
I'm fairly certain there's one in there, but the V3 issue set is very
large and not well organized yet because we're using it to actually track
the work and it's fairly overwhelming to find anything specific yet.
