using Velocity to externalize configuration properties ?

Any general comments regarding using Velocity to externalize
properties in configuration files for v3 ?

I believe the idea is to use Velocity similar to the v2
PropertyReplacement ResourceFilter. The Spring
PropertyPlaceholderConfigurer also seems relevant.

Another need for property externalization might be in the Jetty
configuration, but I realize that is still to be determined.
