copyright and license questions

I have a question about some of the copyright/licensing on certain source files in Shibboleth IdP v2. Specifically, when looking at a file such as:


edu.internet2.middleware.shibboleth.idp.authn.provider.UsernamePasswordLoginHandler


The information at the top of the file is:

So, I went looking for the NOTICE file and can't find it. I checked a source pull from Subversion as well as a binary distribution.

Should there be one?
