web site issues with Confluence and JIRA

I created this JIRA case to cover not being able to create cases against WEB:

	https://issues.shibboleth.net/jira/browse/INFRA-82

Note that we've traditionally used the WEB project only for issues with "the web site", which is to say the shibboleth.net web site.  Bugs in things like the Confluence (wiki.shibboleth.net) and JIRA (issues.shibboleth.net) sites are best raised against the INFRA Infrastructure project, as I've done in this case.
