I understand that going forward that would be ideal, but aren't there already occasions where one would edit "internal.xml", like potentially for Session Lifetime?

That would be in the IdP's source tree? So you'd create a "classes/templates" directory in the 'src/main/webapp/WEB-INF' directory of the install tree?
