In my own MDA deployment, I just have a local version of that schema to use for schema validation.  I also have local versions of all the other ones that are worth validating against, most of which come from some standard or other.  If we were going to start providing standard rulesets with the MDA, those could either be pulled from some common schema component which was a dependency or we can ship a local copy within the aggregator-pipeline artifact.
