Most of this was already "known", I noticed it when I did the parent POM
split and was trying to reconcile the 2 versions.  I brought it up on
the committers list.  See the thread entitled "Usage of
svn.relative.location in parent POM", starting on Nov 9, 2012.  (Do we
have a web archive of the committers list?).

Some of what Ian said.  There's also issues with trying to make things
consistent given that the actual svn structure is different for
different projcts (e.g. monolithic vs multi-module).  I didn't really
come up with any solutions.  It wasn't a big priority b/c those URL's
are mostly/entirely only used in the SCM section of Maven site
generation.  And I don't know if we care about that or not.
