Bump target/source in V3 POM?

The sooner the better, I think, for the V3 development line.

Just for the avoidance of doubt, we're talking about changing both the source and class file levels to 1.7 ?

For the things I'm involved in, this will mean the next pre-1.0 version of the MDA will be dependent on 1.7, and I'll add a Jira case so that gets reflected in the release notes.  As I've switched the parent POM for xmlsectool back to the V2 parent POM (and I'm assuming that we have no plans at present to move to 1.7 for the V2 projects?) the next version of that will still be runnable on 1.6.  I'll add a similar Jira case for a future release, though, as the plan has always been to rebase xmlsectool on our other code in a more direct way (e.g., via the MDA framework).
