Looks like my idea was not a good one, which was to host a git
repository on shibboleth.net, from which changes would be pushed to
svn. Instead, it appears that changes should be sent directly to svn
from a local git svn clone.

The git repository I envisioned would actually need to consist of a
"fetching" repository as well as "bare" repo, which is more
complicated than I had hoped for.

So, the work I did was not a total loss, since at least now I know
what migrating to git from svn would look like, but I don't think we
have any plans to do so.
