Makes sense to me, but I don't have strong feelings either way as long as nothing is *dependent* on that artifact.

I don't think we should regard the place things have been put in Subversion as a determining factor for anything. Some of those decisions appear to have been made on the basis of "important enough to have its own repository" versus "too small to be worth doing that for".
XmlSecTool is a bit of an anomaly for a number of other reasons, most of which come from it living mostly in the V2 world with some conventions even predating that. Chad suggested we change the package name to correspond to the Maven coordinate:

I personally feel that the right approach is to wait until we have moved to Git, give XmlSecTool its own repository, and sort all of this out as part of the port of XmlSecTool to the V3 stack envisaged here:

Of course we may never feel that's worth doing, but that's the plan in principle.
