java-idp-testbed : executable war distribution

Just a note that the testbed now produces a binary distribution with
an executable war, so that running the testbed from a command line
should involve expanding the distribution artifact and then running
'java -jar war/java-idp-testbed-<version>.war'.

I plan on adding a job to Jenkins to deploy the testbed distribution
artifact to the snapshot repository.

The executable war stuff is pretty hacky.

I would like installation to be about this simple, where the
executable, not necessarily the war, checks for metadata, keys,
updates, etc and prompts the user appropriately.
