xmlsectool bug

I'm unable to determine if xmlsectool is a product of the Shibboleth
Consortium. I thought it was but I don't see it documented anywhere so
maybe the report below (which is mostly a question at this point)
needs to be redirected elsewhere. If so, please let me know.

If a SAML metadata file has the following declaration:

<?xml version="1.0" encoding="UTF-8"?>

and the document contains a non-UTF-8 character, is the document
schema-valid? (xmlsectool reports that it is)
