Formally, the APIs won't be completely stable until we release 3.0; there can be changes, even significant ones, at any time before the release.
In practice, things will slow down as we get closer to release, but there can be no guarantees. Right now, in particular, there's a fair bit of refactoring going on.
Some things will stabilise earlier. If you give us an idea of which parts you're particularly interested in, someone might give you an idea of how close to the right shape they are in.
