I know we talked about "locking" before, and I think I understood
then, but I have a difficult time remembering what it means to "lock".

If there is a wiki page, great, otherwise, some more comments about
locking on the Java Product Release Process would be nice. I can
review my email and notes, and make those comments if need be.
