Well, IIRC historically pretty much all metadata support components were
in OpenSAML, except for the Spring custom tooling and related schemas to
configure into the IdP.  I'd flip it around and say, I'm not sure what
is supposed to go into idp-metadata-api (other than perhaps Spring
tooling, although that doesn't sound like -api).  The Composite- class
that's there doesn't seem like it has anything to do specifically with
the IdP, and I don't know why it's there as opposed to OpenSAML.  And
it's the only thing in that module.

I guess the XMLObject stuff for shib:KeyAuthority and shib:Scope could
go in there.  Those are currently in saml-api, I guess b/c the
historical use cases were all SAML-related.
