using Velocity to externalize configuration properties ?

I guess Velocity will provide for macros in addition to properties.
That might be cool. But then again folks who want that might just use
Spring Expression Language or whatever else they like.

Mostly I think the benefit is consistency across kinds of templates,
but like I said, Jetty is still an outlier.
