If you're trying to fit into anyone's free tier, it's going to be a squeeze. You could look at Amazon's starter tier if you haven't had an account with them before:

I recall you get some kind of micro instance for a year, and their instances come with a globally reachable IPv4 address so TLS isn't an issue.
After the free year, though, they want real money so it depends on what you're planning on doing whether that's of interest. It can be pretty reasonable even at a personal level if you don't need continuous operation, because you can use spot instances.
Warning: don't sign up for AWS before you're ready if you want the free stuff, as the clock starts ticking right away.
