The IdP doesn't implement TLS, the web server does.  So not really, unless I misunderstand you.

Of course you *can* configure your web server to implement TLS over port 80, or any other port.  It doesn't help with your problem because what people tend to charge for is not https per se, but the individual IP address you need for it.
