That goes back a *long* way. Like 2.1.

It's labeled as though it were a bug fix, so I'd say it was intentional.

The type in LDAP is octet string, and the SAML profile for LDAP [1] says
that means the data should be directly expressed as xsi:type="string", so
yeah, that should be correct.

Now, is the profile correct? I can't say. Certainly if that's binary data
I don't see how that will work well, but it was reviewed at the time by
LDAP savvy people, so I can't say much beyond that.
