decoders for eduPersonTargetedID

Based on what you posted, I don't have any idea what form the attribute is
in, but it must be invalid in some way.

If it were the standard form, the NameID decoder would work, and if it
were the invalid scoped form, the Simple decoder, while not strictly what
you want, would work. Since neither worked, it's in nothing approaching
proper form I would assume.
