I wrote the original code, so the copyright on it is technically Ohio
State anyway, so, no, there's no issue doing it.
Originally there was no plan for a 2.4 release. So that made it entirely
academic. Then we fell behind, the summer shutdown occurred, Chad moved
on, and we had to revise the work plan in light of how long it will take
to finish a major upgrade, and for various reasons I felt we needed to
look at doing a minor update for early next year. This wasn't one of the
reasons, but I don't have any particular objection to doing it.

No, I wouldn't be adding code with a foreign package name, because that
muddies who's maintaining it. If something changes in one or the other
code base for whatever reason, they can't be allowed to conflict.
