Nothing much really, since we haven't tried this before. We will need to
do an analysis of size per SP to figure out what kind of state we're
looking at, and cookies in general run into trouble at the 4k or so mark,
often less.

Compression is a given here. The IdP doesn't need as efficient processing
of the state at the same level that the SP would. And yes, we have to look
at HTML5 at some point, but we can't just ignore older browsers either.
