Change in Maven Repo URL

As part of our continued move to our new server the hostname for our
Maven repository will change from "shibboleth.net" to
"build.shibboleth.net".  The remainder of the URL remains the same.

The new repository is already there and ready to go.  The POMs for the
shibboleth projects have already been updated.  Developers of extensions
should change their POM's to use the new host as well.  I will taking
the existing host down July 9th.

One change with the new repository is that we no longer proxy any
external repositories.  This is the first step in the process to no
longer using maven central as described here[1].  As long as developers
haven't configured maven to use *only* the Shibboleth repository this
won't effect your builds.
