I don't see how that's possible since it can't publish something to the
repository that doesn't have its dependencies in there also, but it
wouldn't be intentional.

I have a beta coming soon, so I'm not going to worry about it until I do
the next builds.

There is no system xerces-c in Red Hat that I know of. If there is, I
would modify the build to use it unless it was badly out of date.
