Xerces and XML-Security in security:shibboleth.repo

Devs,

Another question from the indefatigable Installfest participants: is  
there a particular reason why we're distributing Xerces and XML- 
Security-C in security:shibboleth.repo?  Is it just CentOS/RedHat's  
cautious approach to introducing new versions?  Are these existing  
artifacts that we republish in our own repository?
