Ah, okay, then yes, this is the right list.
So, the reason you can't find an API to do that is because that's not
how XML encryption works in any area that opensaml covers. That is,
all the opensaml use cases deal with the exchange of encrypted between
two parties.
If that's not your use case, you can just use the Santuario APIs
directly (which is all opensaml is ultimately doing). They do provide
APIs for using more generic keys.
