I don't agree, and that certainly isn't aligned with the practice at most
universities. Forcing people to rework the design right out of the gate
won't help much, so I think it behooves anybody producing a new design to
accommodate that practice.

I wouldn't expect a mobile version of a page to include all the material
that would be found on the full version. I guess I would say the web is
pretty broken if we're still at the point that we can't easily tailor the
content itself to the device, and not just the layout.
