Shibboleth IDP 2.3.8 build error

It seems that the Downloading URL is not valid anymore.

Does the following properties in pom.xml still correct?
<parent>
        <groupId>net.shibboleth</groupId>
        <artifactId>parent</artifactId>
        <version>3</version>
    </parent>
