Remote User Auth Seraph Plugin for Jira 5.x

We make significant use of the configuration capabilities (user name 
mapping,
dynamic groups, and the ability to support both Shibboleth logins as 
well as
local Jira logins). I'm a bit too new to the Atlassian internals to be 
confident stripping
out the redundant bits. Feel free to do a quick code review and 
recommend any
changes you think would be helpful.
