SSO-CAS Login Handler

Hello Chad,

Is a better IdP/SSO-CAS coupling in a native handler is no added 
feature? I think that this feature, that implements the forceAuthN when 
the IdP is tied to a SSO-CAS, is a real valuable option for many IdP 
deployers.
Indeed, the deployers are often overwhelmed by the complexity of 
SAML2/identity federation stuff and native features are more welcome 
than a "complex" plugin deployment.

The practical details for such integration can be discussed if we can 
convince the Shibboleth team of the benefit of this lightweight 
contribution and nevertheless relevant for SSO-CAS deployers.
In fact we followed the contributions good practices and tried to make 
this plugin's activation as much clean and transparent as possible.
