Soliciting additional resolver plugin requirements

I've written a couple of the most obvious SP plugins to use to transform input attributes and they're documented here:

I think these will obviate most of the transform logic that's found in some of the crazier plugins around like the Confluence plugin.

I can think of a couple of other possibly simple cases, like upper or lower casing. If there are other relatively simple use cases, please add them to the RFE bug (https://issues.shibboleth.net/jira/browse/SSPCPP-341)

I'll be releasing a new alpha build, hopefully this week, with this work, experimental Apache 2.4 support, and some other bits.
