To reinforce this point, I'm violating the guidelines by continuing to
mark the init script as config at all.

Fedora (and thus Red Hat) use essentially similar guidelines.
Were I doing it the way they intend, it would overwrite the file without
saving changes. I haven't done that because I didn't have a
sysconfig/shibd in place, but that's changing, so it's possible I may go
all the way and stop allowing edits to it at all.
Your need for non-root is already addressed, but it's possible other
requirements aren't, if I don't know what changes people have felt
compelled to make.
