Problem deploying LoginHandler extension (classpath issue?)

Okay. The most common cause of the issue is Tomcat's broken caching
mechanism. But if you're using deployment descriptor as described in
the Shib wiki that isn't the issue. On to the next possibility...
When you shut Tomcat down, did you check your process list to make
sure it actually shutdown all the way?
