Problem deploying LoginHandler extension (classpath issue?)

Greetings.
I'm trying to deploy a LoginHandler extention to shib 2.3.5.
I'm getting the following error during startup in the idp-process.log:
13:20:59.726 - ERROR [edu.internet2.middleware.shibboleth.common.config.SpringConfigurationUtils:174] - Unable to locate NamespaceHandler for namespace [http://www.example.org/NTERLoginHandlerSchema]
I've triple checked my configuration and it seems to be correct, I can only think this is a classpath issue where my extension jar is NOT getting on to the cp.
I've built the Jar and placed it into the shib lib directory before running install.sh. I can verify that my new jar is being placed into WEB-INF/lib in the idp.war file, and that the
spring.handlers file is also correctly placed in META-INF.
Here is some more information:
from the spring.handlers file:
http\://www.example.org/NTERLoginHandlerSchema = org.nter.usermgmt.service.NTERNamespaceHandler
the referenced class is correctly package in my jar file.
I'm thinking that the spring.handlers file is not being located. I found several references to problems with spring.handlers, but none of the situations fit the context of what I'm doing.
Is there another config step that must be performed to get my new jar file loaded onto the classpath for shib? (aside from being in WEB-INF/lib?).
Any ideas?
