It's possible that our behaviour has changed, but I don't offhand recall any intention to do that.</p> <p style="margin: 10px 0 0 0">Personally, I'd expect such an attribute specification to simply not match any properly-specified attribute (which seems to be what you're observing), and indeed the UK federation doesn't allow you to omit <tt>NameFormat</tt> in metadata to avoid interoperability issues. However, I have a vague recollection that some products have interpreted it as "matches anything", on the basis that so many people get this wrong.</p> </td>
