<ul>
<li>It's still weird to be logging INFO messages about a file that <em>we</em> install rather than being something the deployer has done. Yes, INFO is better than WARN I guess, but "INFO <span class="error">[net.shibboleth.idp.attribute.transcoding.impl.TranscodingRuleLoader:83]</span> - Transcoding file /opt/shibboleth-idp/conf/attributes/custom/README.txt contained no rules" requires the deployer to know way more than they should to understand that it's not actionable.</li>
<li>I'm concerned that processing <em>every</em> file in the directory (and sub-directories) is going to include things like editor backups and temp files, etc. Seems like that will cause trouble for someone one day, and it would be better to only process files with a particular extension.</li>
