Since this was a brand new install, there was no backing file and the MetadataResolverService failed. This caused the IdP to not come up successfully. According to <a href="https://wiki.shibboleth.net/confluence/display/IDP30/ReloadableServices" class="external-link" rel="nofollow" style="color: #3b73af; text-decoration: none">https://wiki.shibboleth.net/confluence/display/IDP30/ReloadableServices</a> the default for <b>idp.service.metadata.failFast</b> is <b>false</b>, which I also see commented in services.properties:</p> <p style="margin-top:0;margin-bottom:10px;; margin: 10px 0 0 0">#idp.service.metadata.resources = shibboleth.MetadataResolverResources<br> #idp.service.metadata.failFast = false<br> #idp.service.metadata.checkInterval = PT0S</p> <p style="margin-top:0;margin-bottom:10px;; margin: 10px 0 0 0">However, the error message I received was:</p> <p style="margin-top:0;margin-bottom:10px;; margin: 10px 0 0 0">ERROR <span class="error">[org.opensaml.saml.metadata.resolver.impl.AbstractMetadataResolver:290]</span> - Metadata Resolver FileBackedHTTPMetadataResolver SomeServiceProvider: Metadata provider failed to properly initialize, fail-fast=true, halting<br> net.shibboleth.utilities.java.support.component.ComponentInitializationException: Error refreshing metadata during init<br> at org.opensaml.saml.metadata.resolver.impl.AbstractReloadingMetadataResolver.initMetadataResolver(AbstractReloadingMetadataResolver.java:264)<br> Caused by: net.shibboleth.utilities.java.support.resolver.ResolverException: net.shibboleth.utilities.java.support.resolver.ResolverException: Unable to read metadata from remote server and backup does not exist<br> at org.opensaml.saml.metadata.resolver.impl.AbstractReloadingMetadataResolver.refresh(AbstractReloadingMetadataResolver.java:297)<br> Caused by: net.shibboleth.utilities.java.support.resolver.ResolverException: Unable to read metadata from remote server and backup does not exist<br> at org.opensaml.saml.metadata.resolver.impl.FileBackedHTTPMetadataResolver.fetchMetadata(FileBackedHTTPMetadataResolver.java:313)</p> <p style="margin-top:0;margin-bottom:10px;; margin: 10px 0 0 0">If I manually un-comment <b>idp.service.metadata.failFast</b> in services.properties to force the value to <b>false</b>, I do get an error about the problematic metadata(which is expected), and the IdP comes up successfully.</p> <p style="margin-top:0;margin-bottom:10px;; margin: 10px 0 0 0">I was able to confirm that this behavior exists on our staging IdP at v3.3.1, so it at least goes back that far. I have also not tested any other fail-fast behaviors for any other service.</p> </td>
